Every day, Department of Homeland Security (DHS) personnel rely on secure, real-time wireless communications to carry out some of the nation’s most critical missions, including emergency response, securing our borders, conducting investigations, and protecting the nation’s infrastructure. These communications depend on access to a limited and highly regulated shared public resource — the Radio Frequency (RF) spectrum. As demand for that spectrum continues to grow from Government and commercial users, including for cell phone and 5G devices, DHS must compete for access while ensuring its communications capabilities remain secure, reliable, and free from interference. To meet this challenge, the DHS Joint Wireless Program Management Office (JWPMO) is tasked with protecting and managing DHS RF spectrum access across the country. This includes coordinating thousands of Federal spectrum access licenses, certifying that new systems that rely on wireless communications won’t interfere with other spectrum users, and defending DHS’ spectrum needs in national policy forums. The JWPMO must also anticipate future spectrum needs and adapt to emerging technologies, such as 5G, while ensuring DHS remains compliant with evolving Federal rules and legislation. The scale and complexity of JWPMO’s mission demands experienced support to help manage spectrum licenses, stay ahead of policy changes, and ensure DHS can communicate when it matters most, because without JWPMO’s careful oversight, DHS could lose spectrum access, which could jeopardize operations, delay response times, and put public safety at risk.

To expedite this aid, key internal controls at the SBA were reduced or eliminated in favor of self-certification for eligibility. The SBA Office of the Inspector General (OIG), tasked with independent, objective oversight to improve the integrity, accountability, and performance of the SBA, needed a way to handle a surge in potential fraud, waste, and abuse (FWA), tracking down bad actors who were taking advantage of the relaxed security controls intended for American businesses in immediate need.

eSimplicity partnered with the OIG to create a solution powered by AI to define the evolving fraud landscape and identify actionable leads for investigators.

Process & Solution

eSimplicity works together with JWPMO to protect and manage the spectrum access that enables secure, reliable communications across DHS’ operational missions. We provide DHS with comprehensive spectrum management services across spectrum licensing, system certification, and wireless policy support. Our experts conduct national-level analyses, investigate electromagnetic interference events, and validate frequency assignments to ensure operational integrity for DHS missions across the country. eSimplicity also supports the rapid deployment of new spectrum-dependent systems by helping to prepare and submit detailed spectrum supportability applications for certification. We perform technical assessments and coordinate with the National Telecommunications and Information Administration (NTIA) to gain frequency assignments for DHS systems. At the same time, we provide critical input to DHS about current and projected spectrum legislation, regulations, and policy. We develop strategic reports and to defend DHS’ position in national and international working groups that shape how America’s airwaves are used. In these various groups, we work alongside defense, public safety, and commercial stakeholders to protect DHS’ operational edge in an increasingly contested and crowded spectrum environment.

Our work enables JWPMO to cut through complex processes, reduce administrative burdens, and deliver faster results to DHS components in the field. Outcomes

eSimplicity helps the JWPMO ensure DHS operational communications by streamlining complex spectrum workflows so missions can move at the speed of need. By accelerating licensing, equipment certification, and coordination efforts, we minimize administrative burdens and technical delays, allowing DHS operators to stay focused on the mission and not the technology. Each year, we process and submit over 3,200 frequency license applications, ensuring compliance with strict Federal regulations and reducing turnaround times and risk of rework. We’ve supported over 700 special mission projects and conducted detailed analysis of 390 commercial license requests to ensure zero interference to DHS operations. From faster response times to clearer signals, our work reduces delays, eliminates interference, and lowers operational risk when every second counts.

At a strategic level, eSimplicity helps DHS shape the future of spectrum policy and maintain compliance in a rapidly evolving wireless landscape. We deliver more than 450 policy reports, technical assessments, and strategic recommendations annually, providing DHS leadership with the insight needed to defend its spectrum priorities in national and international forums. By aligning technical expertise with policy leadership, we help DHS reduce friction across departments, accelerate mission-critical system deployment, and strengthen its voice on the national and international stage.
